But the point is there *was* a shooter.  Obviously, the possiblity was realized, 
(I'd argue that whether there is a shooting in a police response should be 
expressed as a probability - it may not be 1-1 but they certainly aren't 
statistically insignifigant).  I don't think that the loss of a job or a suit 
against the city brings anyone back to life.  It doens't happen in the 
jurisdictions I'm familiar with.  Maybe we are on different planets?

Your example unequivocally makes my point.  When you call the police someone may 
get shot and killed.  If you are call you are introducing the possiblity that 
someone may get shot and killed into the equation.  You can't be a pacifist and 
ask someone else, or even put them in a situation where there is a demonstrable 
probability, to do the very thing you refuse to do that you claim makes you a 
pacifist.
