Huh.  Mom's new car came with built-in bluetooth and voice command (not 
that she's used it yet).  This law would go the opposite way.

And what about Onstar?  If the jammer ("scrambler" is the wrong word, 
ignorant journalist) was to stay on when the driver needs Onstar in an 
emergency -- well, I can see lawsuits.

Years ago the US required a switch in the driver's seat and logic that 
would only let you start the car if you first sat down, then fastened the 
belt. After a lawsuit by someone who was beaten up by thugs because he 
couldn't start his car in a hurry to escape, the law was quietly repealed 
and dealers were told to deactivate the system (there may even have been a 
recall).

I think all cars should come with built-in hands-free phones, with the 
last few calls recorded on the black box (you didn't know your car has a 
black box?  It provides info for accident investigators including speed, 
acceleration, gas and brake pedal position, etc.)  Then let people use 
them and learn to do so wisely.  If we allow the government to put jammers 
in cars, we might as well go back to having our horseless carriages 
preceeded by a man with a flag to warn pedestrians.
