Admittedly, it may be a question of legal definitions more than dictionary 
definitions.  But that's still all it is: *definitions*.  Which is to say, 
it's a debate over (inter)subjective matters, not objective realities.

Doesn't matter whether the majority enjoy doing it or not.  They still do 
it; and as time goes by and the conscience-stricken agents quit their jobs 
and are replaced by people who are too callous or desperate to care about 
the social and ethical implications of what they are doing, it will be 
increasingly fair to say that the TSA agents have *chosen* to do it.

And for that, they must be treated accordingly.
