He didn't claim that was Wikileaks' "standard" for publication, he claimed that was Wikileaks' track record. Anyway, "need" needs to taken in context; as in, what is it necessary *for*? And we can certainly argue back and forth on why X is a good and important goal and how Y shows that Z is necessary for X. But if I had to guess at what Assange mean by "need" and what measurements Wikileaks uses, I'd look at the concluding paragraph in the article: the US Supreme Court said "only a free and unrestrained press can effectively expose deception in government". Or perhaps I'd look at the first paragraph on http://wikileaks.ch: "material of ethical, political and historical significance while keeping the identity of our sources anonymous, thus providing a universal way for the revealing of suppressed and censored injustices."
