This is not thuggary, this is stupid bureaucracy. No...there is a reason why these plans are kept secret. Perhaps the unique design violates a building codes, or maybe causes dangerous run- off into neighbors yards killing their grass and gardens, or there were kickbacks to the architect/builder. It isn't hard to imagine a dozen nefarious reasons. So I say to the government what they say to me. If you've done nothing wrong, you've got nothing to hide and nothing to worry about.
