Well, the government should be serving private citizens equally.  And it 
will always be serving some citizens at the expense of others -- how could 
it be otherwise?  The question is not whether, but who and how.

Of course, the fact that your statement specifies a "small cabal" does 
point at least a bit in that "who and how" direction.
