Well, to be specific, *The Joker* made that the story.  But the film gives 
us no reason to believe him.  He's obviously playing with us.

FWIW, the Joker made his first appearance in 1940 but, as far as I know, 
he did not have an origin story until 1951 (which is when "the Red Hood", 
a previous temporary alias of his, made its first appearance).
