Well, Spears (a former Mouseketeer, yes?) didn't become all that famous 
until she was a pop singer, sure.

But Lohan made her name by starring in remakes of two Disney films -- one 
of which had previously starred Hayley Mills (The Parent Trap, 1998), the 
other of which had starred Jodie Foster (Freaky Friday, 2003).  In the 
interim, she also starred in the TV movies Life-Size (2000) and Get a Clue 
(2002), both of which were Disney productions, and she followed the 
remakes with Confessions of a Teenage Drama Queen (2004) and Herbie: Fully 
Loaded (2005), both of which were also Disney productions (one of them was 
even the fifth big-screen entry in a then-37-year-old franchise).

The only significant non-Disney production she was involved with in all 
that time was Mean Girls (2004), which was directed by the same guy who 
directed her in Freaky Friday.  And by the time she starred in the Herbie 
movie, people were already beginning to talk about her growing bad-girl 
reputation and whether she and Disney were still a good fit.

But a "Disney star" prior to that?  Yeah, I'd say she was.
