The pension plan is a part of their compensation right now.  What's
been said is that they *are* paying into their retirement plan,
through their labour.  It's just not as visible as many would like.
If it is compensation for the work they do, then they contribute by
working.

If the full amount for the retirement plan was deducted and their base
salary was nominally higher to cover that difference, the net effect
would be no different.

Personally, I think the best model is:
- Base salary is competitive with other similar jobs.
- Pension plan funding comes out of salary.
- Pension plan is independently managed -- NOT by bureaucrats or politicians.
