Considering how a number of Americans had to flee to Canada because they 
were loyal to the King and got tarred-and-feathered for their loyalty, 
yeah, I'd say that's a fair assessment.  (And of course, while the 
Revolutionary War may have come to an end in the 1780s, hostilities 
between the colonies that seceded and the colonies that didn't flared up 
again in the War of 1812.  And then there were the Fenian raids in the 
1860s, when Americans were accused of harbouring Irish terrorists who 
struck at British forts in Canada from their American base.)
