Sure.  But the we does not have to be we the US Govt when it can also be we
the local community and we the churches and we the independent charities.

Um, well, make up your mind, then.  Either we *can* do something about it
("having the support is good") or we *can't* ("won't solve the problem
either... the poor will always be there").

 

I think it's pretty clear Thom is saying we can "do something about it" even
if we can't "end" or "solve" it.
