Right.  But it would be a false assumption to think that "doing something 
about it" necessarily means maintaining the status quo with regard to 
government programs etc.  "Leaving it to private institutions" might not 
"solve the problem", but if we're conceding that the problem will never be 
"solved" anyway, then why *not* leave it to private institutions?

Not that I advocate an all-private policy.  But then, I don't advocate an 
all-taxpayer policy either.
