I think it has to be civil, (for the most part), since the right to a court 
appointed attorney is constitutionally mandated.  Of course you don't have a 
right to a *good* attorney, but most court appointed attorneys I've come across 
do a very good job.  It is the amount of resources they have at their disposal, 
(ie money), that makes the difference.  You can be the best lawyer in the world 
but if you can't hire investigator's, experts, associates, jury consultants, 
etc. you are at a disadvantage against the state.

First, I think we lost the concept of civil justice a long time ago.
 
Criminal, that might be different.
 
I wonder, did the survey specify “civil” court system, or were people left to 
determine that?
