If govt is going to encourage behavior (and it is in everything it does),
I'd rather it be good.

Yes. I just don't see why govt should subsidize those that don't care to get
a more efficient vehicle.

And remember, this isn't just a matter of personal preference. Our
dependence on foreign oil exacts a high price.

That right there seems a little contradictory. You *are* being rewarded for
good behavior. Maybe you just don't like that phrase.
