More of contradiction than argument but its as simple as cutting spending across the board. If the transportation infrastructure needs more money reorganize the obscenely bloated federal budget that already exists. For example, is the transportation tax revenue going directly to infrastructure? If it is, and it's not enough, those that use the infrastructure the most should pay more to maintain it. It's as simple as that. Doing otherwise is to subsidize transportation which, as Nicholas pointed out, has negative repercussions.
