Right, but the point you were making was an incorrect assumption. Before Yfrog closed this abilitiy, people proved it by doing the very thing you say is so hard to believe-making a series of guesses based on the name of their intended target. The idea that someone who harrasses Weiner would devote that kind of effort is far more believable than he was tweeting his underwear to people.
It hardly helps that the guy who "caught" this has suddenly deleted his Twitter account. And the connection to Breitbart maks it all the more suspicious. The most obvious answer right now is some idiot tried to frame Weiner to embarrass him.
It should be noted, none of this would be illegal-the transmission of the picture (it went to an adult) and the Yfrog hack would be legal as well. Which is funny considering how much people wanted to know why he did not bring in the authoritites-calling in the authorities would do no good, as no crime was committed.
