Found the cause of this.

 

 It seems many of the PC3K8 ROM Setups DO NOT have the ARP SW assigned to control the ARP On/Off function by default.
 

 If you assign the ARP SW by editing the Setup it works fine.
 

 How easy to confuse that lit LED on the ARP SW for an ARP On/Off control, when it is set to do nothing, remains lit, and then assume it may be broken...
