I quickly checked my Rasbian (Buster still) and CentOS7, both provide 
packages. A bit dated, but that's to be expected from these older 
distributions. I'm sure the pCP guys we could talk to :-).

How would you handle users who don't run the latest LMS? Their problem?

Today's plugin manager implementation is rather convoluted already. It 
could take advantage of some overhaul. But adding a dependency manager 
sounds like adding a lot more work with little impact for the user. I 
haven't found much time in the past year to do any substantial work anyway.
