Was it new? Just because an adaptor measures 18v, doesn't mean it will supply the current needed. Also, be careful to insure the polarity of the adaptor for the radio. I can't recall if it's center positive? A new adaptor such as @w3w's suggestion isn't that expensive to try. I have been through this with several radios, and the problem was never due to the radio.
