Missing CPAN modules

Hey all.

So I've grabbed the latest source and am running it at home on a Linux box
which I believe to be relatively free of CPAN modules. I'm getting one
missing module, installing that module, and then getting another... I
haven't found the end of the train yet, but I have found a perl module
that seems to involve gcc in the make process.

So, should I be attempting to sort this out by adding modules to our CPAN
tree until it server.pl stops complaining? If so (and I believe the
conclusion in previous conversations was a "yes"), what do I do about
modules that appear to need some platform specific compiles?

Is this where we decide to make a list of modules and build an installer
that will run the equivalent of "perl Makefile.PL" and "make install" for
each platform? It's sounding better to me all the time, but I'm ignorant
of module installs on Windows and Mac so I might be missing something
serious against that plan.
