Those SRAMs will not work. Only 5116 or 5118 variants.

EPROMs rarely go bad, but not never.  ;-)  

Probably the E! is just not seated properly (super common) but also check the power supplies as others have mentioned.

I'm also in the US too so you can email me for whatever you need. Shipping within country is painless but international for here is $$$.
