Are you using XP?

Is the hd powered via the usb cable or does it have a separate power device?

Usb 2 or usb 3?

Is it connected diectly to the PC usb port or via a usb hub? If yes, connect it directly to the PC. Also try a different port. 

Is there other usb hd devices connected to the PC? If yes, remove them and reboot.
