Minor bug in configure.in

There is a minor bug in configure.in:
line 135 is:
CYRUS_NONE='": "'

and should be:
CYRUS_NONE=": "
           ^   ^ Note the missing '   

Not a big deal but make whines when trying to do a make install because
it's trying to run the command '": " libtool ....' rather than ': libtool...'
