Apparently no one else has grasped the simple concept of a clean install.

It's been a while since I've started with a completely blank INI, I've 
now got a "blank but configured" INI file I use as a base, and scripts 
which build INIs on demand based on that script (and also allow me to 
add/update/delete servers across multiple INIs at once)

As you may have guessed, I'm the "spend 5 hours coding to solve a 
problem that takes half an hour to do manually" type.  Oh, and proud of it.

Although most applications will rebuild missing INI items with defaults, 
BNR uses a framework which has some odd INI quirks, so I wouldn't trust 
this without testing, but it *should* work based on my experience, I 
delete many items via script without difficulty.

What I'd do would be to start with a new INI, start up once, shut down, 
then restore your Server:1 (and up).

Flags = Most of the checkboxes you see in the BNR configuration dialogs 
are wrapped up into flags.  I don't have per-flag documentation anymore, 
although it's in the list history if you spend the time to look for it.

ServerMode = This one controls whether a server is Normal (headers and 
bodies), headers only, bodies only, or dormant (disabled)
