I don't want to discourage anybody, but have you considered that some of the time people would spend on these enhancements might be better put toward a centericq-like interface for gaim 2.0? The backend already provides most of what you describe (plus their AIM protocol plugin uses oscar instead of toc), but when I built 2.0beta5 I found gaim-text to have some very serious issues that made it unusable.
