uidNumber not being checked for adding users

I just gave DA 1.5.1 a try and I'm confused on how users are added.

Under preferences I have selected avoid user id and group name
conflicts in the entire directory.

However, when I added a user using uid number automatic, a rather
large number was used, rather than the next available number.

Then I decided to see if I could add another user with the number
obtained automatically and have the software catch it. To my
surprise I didn't get any errors. The second user was added
with the same uidNumber.

How does DA assign uidNumbers for creating users?
