I'm not sure about the database, we'd have to get into contact with the open-it people (whom're currently hosting DA, IIRC) and talk to them. I have no preference for what CMS you use, and have had some experience with Twiki, but more with regular wiki (the latter of which, unfortunately, doesn't have ACLs). For the DA list, have you tried unsubscribing then re-subscribing?
