Well, I'd contest this!
It is true that the Internet has been around a long time before
it became the universal information media it is now.

However, some people will recall that the "kick start" for today's
Internet was Netscapes browser. 
At that point in time it gained momentum because a browser could be
operated by everybody while most people found and find protocols like
ftp, gopher etc much more difficult.

Sales of domains and hosting/mail contracts gave ISPs the money to build
their infrastructure up but there wouldn't have been such an enormous
demand without the browser.

The value of a system (democracy or whatever) is not least of all
determined by the availability and costs of its legal system!
A society can have the best of laws but if it can't enforce them
(by police, legal courts etc.) it is not worth a lot!
When you have to take somebody to court then costs and the time to
resolution (how many months or years does it take to obtain a
judgement) are important factors.

Give it a thought!
