This may not be the problem. 

It is beginning to seem like the registrar itself is involved in gaming
the system, to wrongfully extract higher fees on some domains. That
would be wrong, and I think it would be a violation of the registration
rules and their agreements with ICANN.

If someone else (a speculator who pays the fees) does it, its fair play.

If the registrar does it, I think it isn't fair, and I have to wonder if
its even legal.

However, this is something to take up with ICANN.  I could be available 
as a conslutant. (mispelling intended ;)
