I've written one myself and called it spac (yeah, great name).

There have been no "releases" of spac other than some snapshots I put up
a long time ago, but it is available via git from
	http://untroubled.org/git/spac.git

Similar to your system, it uses a two-step process to build up a
Makefile, which is used to actually build the software.  It isn't as
smart as redo when dealing with non-existant files, but it does have
several other auto-discovery tricks built in.  It also comes with a
framework for running self tests, which is again another two-step
process -- build the test script and run it.

If there is interest, I will clean up the documentation and publish a
snapshot.  At the moment it's not particularly useful for other than
myself.
