It is a must. If you do not support EDNS or if your clients dont
support EDNS then you must support TCP.

With DNSSEC and IPv6 sometimes answers get bigger than UDP supports.

DNS returns a "truncated" answer and the client repeats its query
using TCP so packet size does not matter.

Look for axfrdns.

axfrdns not only supports axfr for selected ip addresses but also TCP
queries for world.
