Actually a bit more nuance is needed.

When the registrar asks for a name, its not /necessarilly/ glueless. The
registrar can make you give a name that is either glueless or in the
zone, where glue is generated.  When it's in the zone, they require
registration of an IP address so that glue can be created. The point of
asking for the name is because that is what goes in the response in
every case, and the registrar then keeps its own records for glue
generation.  The registrar can also check glueless names to see that
they resolve.

Very much gluelessness is indeed bad, as DJB points out. But a little
gluelessness makes administration a lot easier, expecially if you serve
a lot of zones on one nameserver, as ISPs tend to do. So it isn't the
case that gluelessness should be avoided completely. A better rule is
that your glueless names should be in zones that themselves have glue.  
So an ISP zones should be glueful, while the customer zones don't need
to be.
