Authoritative retry logic

Hi I was wondering if anyone could point me in the right direction. I
am trying to find out exactly how dnscache treats authoritative name
server failures? For example, a domain that has 3 authoritative name
servers, but one of them is down...how long does it take for dnscache
to timeout and fallback to another one of the authoritative servers
listed at the root?
