Can you tell from the dnscache logs if the client is even attempting the lookup? If it isn't, then no amount of coercing by dnscache will force it to do so. If it is, then you'll most likely need packet traces before coming back to the list if no-one else on the list has encountered the problem before (although if the client is discarding answers it's getting while running the service, and using them when it isn't, it's still sounding like borkedness on the client).
