This number struck me as low, but it is probably a good rule of thumb. In comparison, cracker Dan Kaminsky reported finding 500,000 open recursors in 2005 at a cracker conference. A recursor attack was reported a few months later 2006 in which most recursors were not actually open, but were 'half open'; that is, they were open enough to participate in the attack, but were not open when tested remotely by the people monitoring the attack.
