Reducing the 2560 negative cache default

Hi,
We have SOA records of the form:
.abc.xyz.school.edu:10.11.65.4:dns1.school.edu.:600

We are getting the default 2560 TTL for negative cache when we want 600

What is the best practice for configuring this goal?
(do we need a Z record?)
