PS: It might also have been the extension of more general design principle to
all areas - i.e. getting rid of state in the switches (be it for reliability,
flow control, or anything else), and moving it to the ends; that way,
everything (reliability, flow control, etc, etc) was done on an end-end
basis.
And maybe it was both? All just speculation on my part, though, I'm afraid..
