motherboards ignore bootrom on nics?

I've been playing with ehterboot for a couple of days now, and upon trying 
to flash an image to a NIC's flash found that that my motherboard (Shuttle 
AB60PN) BIOS ignores it completely. Mb has its own built-in nic, and has 
an option to enable/disable the pxe code in it, but nothing for a nic in a 
pci slot.

Is this a common trend among mboards these days, or is this mostly a 
feature of inxpensive boards, or am I missing something?

Also, can anyone recommend an inexpensive (intel 478 preferably) PCI board 
that does not ignore bootroms that's good for etherboot hacking?
