Timeout values

Etherboot seems to be somewhat over-generous in the network delays it will
tolerate; it will wait up to several minutes for replies from e.g. TFTP
servers. This is probably not desirable, since it appears to the user
that Etherboot has simply frozen.

There are various RFCs (rfc2131 and rfc1112) that are mentioned in the
Etherboot source as relating to timeout intervals, and the PXE
specification also has something to say about it. If anyone feels like
digging through the specs and coming up with some reasonable adjustments
to our timeout algorithms, it would be very helpful.
