If TFTP booting Linux kernel images works, then try the tulip.lkrn
gPXE image.  The lkrn images are in Linux bzImage format and can be
loaded by bootloaders that support Linux kernels (e.g. grub, SYSLINUX,
and lilo).  Loading an lkrn over the network will give you a very
short development cycle.

Perhaps you would like to try remote GDB debugging?  You can use GDB
to debug gPXE via serial or network (UDP, best if you have a second
working NIC).  See http://etherboot.org/wiki/dev/gdbstub.

Please try building tulip.lkrn and loading it with grub like a kernel
