This is true; many gPXE drivers date from before Etherboot 5.3 and so never had support for any kind of interrupts. (gPXE doesn't use interrupts internally, but does require drivers to expose them for correct operation via the UNDI API, which is needed when chainloading.) Take a look at what rtl8139.c does wrt interrupts; this driver is known to be correct.
