In regards to your Windows SAN installation trouble, here are some
thoughts:

When you are in the Windows installation environment, can you try to
find a CLI and check 'ipconfig /all' in order to verify support for the
network adapter and the correct IP settings?

Is that SAN target actually read-only?  What does the relevant portion
of your ietd.conf file look like?
