All right, this is a residual problem from when we didn't have proper yes/no dialogs, so I just implemented auto-add. The fix for this will make it into the release. However, I'm still not sure how to handle the case where we reject a user's add attempt, but they message us. In keeping with current EB policy, I suppose they ought to just be auto-added to both the contact and away lists. However, we still need to do something about this, and include support for conversations with people not on your contact list.
