why the libtool runtime requirement?

Greetings all, I am just wondering why the requirement for libtool is there at run time? Is there a way I can remove that depend? I work with a Linux distro for end users and the default install doesnt include libtool, its on the CD2 as a development packges. This affects build the rpm for everybuddy.
