It is quite easy to do with a normal text editor (just make sure that you are saving it in UTF8). However, Frost has an embedded tool for editing the languages, and you may find it more convenient (look at the menu option "Plugins"/"Translate Frost into another language"). Please take into account that the same text may appear in several parts of Frost, so try to find a translation that will be appropriate to all of them (if you can't, tell me and we will find a solution for it).
