Assuming you're replying to my question about the units of
"bandwidthLimit" and the like, I have a question.  My
outputBandwidthLimit = 12288 for my Windows node.  I didn't set it
there, I just found it like that.  12288 bytes/sec is 98304 bits/sec. 
My bandwidth is 512000 bits/sec.  So, my node is limited to less than
a fifth of what's available?  Is that correct?
