To give my 2 cent to the effort to
 maximize donations, I strongly suggest
 to put info on the site on the current state of 
 donation/spending.

If the automatic interface of the
 (good, multilingual) old php site
 is difficult/time consuming/impossible
 IMHO just a written note, updated from time to time
 by the person in charge for the money would be
 very useful to encourage donations.
