How does pluto read ipsec.conf options?

Hi.  
  
I need to know where in the code the pluto daemon reads the settings of 
connection in the ipsec.conf. 
I have read the code but seems that pluto have already a list of connections 
internally. I don't find where while pluto is starting, it reads the 
ipsec.conf.
