iam using freeswan-1.91-v02 .and not the version with U-1.99 and K-1.91
so i think i should be using _startklips from the newer version.

Hi,

as I know that you are dealing quite heavily with IPv6, I assume that the
question is IPv6 related, even if not explicitly stated.

What version of IPv6-enabled FreeSWAN do you use?
I know we had this effect in older verions, but if I am not mistaken, we
changed that in our later versions.
