If you use build instead of configure, then try making sure the
following are set in config.h.noac :-

#undef USE_PAM
#define SHADOW_PASSWORD 1

(build copies config.h.noac over to config.h before compiling; configure
copies config.h.in instead, I believe - it's a long while since I last
looked at this stuff.)

You may also need to make sure that -lshadow gets added to LIBES or LIBS
in the makefile.

I don't use configure, and I've never built for any Linux either, so the
above is gleaned simply by looking at the configure script and grepping
for PAM and SHADOW in the source.  So it may not be all you need (I see
there's also the possibility of #defining OTHER_PASSWD, too, but I
haven't looked closely to see what effect this has), but hopefully it is
a start.
